In Rockstar's LA Noire does every individual city have it's own?

For Example the cities on the map have Long Beach, Cypress, Anaheim, Huntington Beach, and a lot more. So if you can go to all those, did Rockstar make every city have it's own police units and cars (Like Long Bach PD) or is it all LAPD cars?
